2 A.M. CLOSURE: Four leisure spots face closure

THE Public Safety and Transportation Management Office (PSTMO) has recommended the closure of four establishments in Iloilo City for alleged violation of the 2 a.m. curfew imposed on bars and night clubs.
On Sept 27, 2018, the PSTMO endorsed to the Office of Mayor Jose Espinosa III the revocation of the business permits of MO2 Ice, Grand Xing Empire KTV Bar, D’Stockroom, and Ninja Sports Bar & Grill.
The four establishments allegedly violated Executive Order No. 146-2017 which directs “the mandatory closure at 2 a.m. of all bars, nightclubs, disco bars, resto-bars, and other similar establishments providing for exemptions and sanctions for violations thereof, and for other purposes.”
“Sulit-sulit na ni sila kag pila na ka bes gina-kadtuan. Wala man kita naga-pamilit but we only base on the report of our inspection team,” PSTMO head Jeck Conlu said.
Conlu stressed that his office is serious in implementing the executive order.
“Maybe the establishments think we are joking every time we do the inspection. But we want them to know that we are serious that is why we recommended for their closure,” he said.
The PSTMO’s recommendation is still subject to the approval of the mayor’s office and the Business Process and Licensing Office (BPLO).
BPLO head Norman Tabud said that upon receipt of the recommendation from the PSTMO, his office would then issue a notice of violation to the erring establishments.
The concerned establishments are given 10 days to correct the deficiency or explain in writing as to why they should not be sanctioned.
Failure to respond will result in the issuance of the second notice wherein they have another three days to explain.
BPLO then has two days to deliberate for appropriate action.
Conlu said that since the turnover of one patrol vehicle to his office, his personnel is now on duty 24/7.
Earlier, Councilor Joshua Alim proposed that a public hearing be conducted relative to the implementation of EO 146-2017.
This after he received a complaint from an alleged business owner at Iloilo City’s nightlife capital, Smallville Complex, that the implementation of the order is “selective.”
The complainant claimed that while they have tried their best to comply with the order, there are bars that still operate beyond 2 a.m. but were never apprehended. The complainant sent photos to the councilor to support the claim.
Alim referred the issue to the Committee on Police Matters, which he chaired, for the possible conduct of a hearing.
