ICAST CHIEF WINS CSC DANGAL NG BAYAN

Iloilo City Anti-Smoking Task Force (ICAST) Executive Director Iñigo Garingalao was adjudged as regional winner of Dangal ng Bayan of Civil Service Commission (CSC) during the awarding ceremony at SM City Sept. 6.

The Outstanding Public Officials and Employees award is given to individual for performing an extraordinary act of public service and consistent demonstration of exemplary ethical behavior based on the eight norms of behavior under the Republic Act No. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees. These norms include Commitment to Public Interest, Professionalism, Justness and Sincerity, Political Neutrality, Responsiveness to the Public, Nationalism and Patriotism, Commitment to Democracy, and Simple Living.

Prior to his appointment as ICAST head, Garingalao was a job hire of City Government for three years.

Garingalao has been invited by various municipalities and countries to talk about the efforts of City Government in sustaining its smoke-free initiative. This earned for the city the Red Orchid Award and was installed in the Hall of Fame by the Department of Health.

“During the interview, they have discovered something about me, which I didn’t know was included in the criteria like I ride the jeepney when going home and that we are also renting our house. The validator believes that a government worker is simple but has great work,” Garingalao said.

“It was a very tedious validation. It took the validator to interview the City Administrator, the pastor in our church, my wife, my neighbor, and even the beneficiaries of ICAST program just like the students who can signify my integrity as a worker,” he added.

Garingalao said: “I can consider myself as very ordinary person, but when I do my job, I tried to give the best of myself and at the same time, pray to the Lord to guide me. I am so thankful because my works were recognized and I do hope that it will serve as inspiration to government employees to give their best not just for the people of Iloilo City Government but for the Lord.”

The criteria include:

Quality and Consistency of Behavioral Performance or the level of consistency to which the nominee has manifested exemplary conduct and noteworthiness of behavioral performance; Impact of Behavioral Performance or the extent to which the extraordinary act has created a powerful effect or impact on the organization or public;

Risk or Temptation Inherent in the Work or the degree of risk and temptation substantially present in the work;

Obscurity of the Position or the lowliness or insignificance of the position in relation to the degree of performance and extraordinary norm/s manifested; and

Years of Service or the cumulative years of service that the nominee has rendered in the government vis-à-vis his/her accomplishments; and other similar circumstances.
