SHAKEUP: Expect more sackings, abolitions at City Hall

AFTER sacking job hires at the Public Safety and Transportation Management Office (PSTMO) and the beautification program, Mayor Jose Espinosa III said that he already gave the City Administrator Fernando Galvez the blanket authority to abolish task forces and fire more job hires.
“Kay kung i-micromanage ko asta amo sina, it is not good administration. Kinahanglan kabalo ka mag-delegate, kabalo ka mag-follow up kag mag-ask what is the output nga naubra na nila,” Espinosa said.
The mayor said Galvez already recommended some task forces that must be abolished.
“Yes, damu na task forces aton ginalantaw and ginapamatian, kag ina depende sa silaagreement sang department heads kag ga-review,” the mayor added.
On the issue of job hires, he stressed that under the civil service rules, job hires can’t be given the work of regular employees.
“Indi mo mahatag under civil service rules, kay ang job which pertains to regular employee indi dapat mahatag sa job hires. Kung ara sa mga plantilya nga ubra, indi mo ina mahatag sajob hires,” he explained.
Moreover, Espinosa assured that the city administrator’s office is reviewing and evaluating the task forces and the job hires.
Recently, the city government sacked 32 job hires under the Special Service Division and Task Force Anti-Squatting and Illegal Structures (ASIS) of PSTMO and 40 more from the city government’s beautification program.
Espinosa also reminded the departments head to follow civil service rules.
“See to it that all people under you follow civil service rules especially in designating work or job description nga ara sa aton civil service rules nga dapat i-handle sang permanent employee. It should be given to permanent employees, indi sa casual,” he added.
He also said that the city government would resort to manual attendance checks as part of streamlining the city hall operations.
