Kayani under heavy security

A BUSINESSMAN arrested in a police raid for possession of firearms, explosive, and illegal drugs, continues to avoid jail due to a purported illness.


Pakistani-Filipino restaurateur Hamza Zubair Kayani remains still confined at the West Visayas State University Medical Center in Iloilo City due to high blood pressure.


Superintendent Jonathan Pablito, Iloilo City Police Officer (PO)-1 chief, said a PNP physician is monitoring Kayani daily.


At 11 a.m. of August 26, 2018, his blood pressure was 160/110 while his blood sugar level was at 302 mg/dl.


Pablito said they are implementing strict security measure to ensure that Kayani will not escape as he already had a record of slipping past police custody.


“He is handcuffed to bed. One PNP personnel is assigned inside room while three others were positioned outside room. There are also two plain clothed (police) at the hospital grounds,” he added.


Pablito said that the police officers were ordered not to accept food from the suspect.

“As soon as case is elevated to court, we will motion for his transfer to a facility of the Bureau of Jail Management and Penology,” Pablito said.


Pablito also said that they submitted a formal letter to the chief of WVSUMC, “urging to stabilize the suspect for his transfer to custodial facility since he is a high-risk inmate.”


The 28-year-old Kayani, who is known in Iloilo City for his alleged high-handedness, was arrested following a police raid on his house at Barangay Tanza-Esperanza, City Proper, Iloilo City.


Members of the Iloilo City Police Station 1 swooped down Kayani’s house at around 6:30 a.m. of August 23, 2018.


Members of the ICPS1 carried out the search and seizure operation for violation of Republic Act 10591 (Comprehensive Firearms and Ammunition Regulation Act) by virtue of a search warrant issued by Judge Victor Gelvezon of the Regional Trial Court (RTC) Branch 36, Iloilo City.


Recovered during the operation were:


-a caliber .45 pistol (serial number 831472),

-a magazine and 10 ammunition for caliber .45 pistol,

-two magazine assemblies and 40 live ammunition for caliber 5.56mm rifle,

-a wooden stick,

-a black tube containing a rifle grenade,

-a mobile phone box with 16 sachets of suspected shabu,

-five sachets with suspected shabu residue,

-assorted plastic sachets, and

assorted shabu paraphernalia.


Kayani complained of being ill after the raid.


Members of the Iloilo City Emergency Responders (ICER) brought him to WVSUMC for examination and he was recommended for hospital confinement.


On Friday, he was charged for violation of Republic Acts 10591, 9165 (Comprehensive Dangerous Drugs Act of 2002), and 9516 (Illegal Possession of Explosive).


Senior Superintendent Henry Biñas, Iloilo City police chief, earlier confirmed that Kayani is on the watch list of illegal drug personalities being a High-Value Target (HVT) drug personality because of the amount of suspected drugs he allegedly disposed.


Kayani was also accused in the past of threatening several persons.


He allegedly bragged being the kumpare of Bureau of Correction chief and former PNP chief Ronald “Bato” dela Rosa.


Pablito said a mother of a 15-year-old girl also complained to his office that Kayani has been holding her daughter against her will. The suspect has allegedly taken the girl as secretary.


The mother suspected that an illicit relationship had been brewing between the two.


She later lodged a complaint with ICPS1 on July 20, 2018.


Pablito said they conducted several rescue efforts to rescue the girl. It was believed that Kayani kept the girl in several hotels and houses in the city.


Finally, police got a lead on August 17, 2018 after the girl texted her mother of her whereabouts.


On August 20, 2018, a case for three counts of rape and serious illegal detention were filed against Kayani.


His employee and two village officials were also charged for obstruction of justice when they allegedly tried to keep the girl from police officers.


Kayani was also charged for murder relative to the death of Rogelio Amil, 32, of Ticud village, La Paz who was killed inside the Q Motel in La Paz, Iloilo City evening of September 13, 2015.


Kayani also allegedly shot a water delivery worker named Joemarie Arcones at East

Timawa village, Molo on November 10, 2014.


Kayani allegedly went berserk and shot Arcones for stealing P1,000.


Arcones did not sue Kayani.
