OBSOLETE, OUTDATED: Traffic ordinances in city need codification – PSTMO

THE Public Safety Transportation and Management Office (PSTMO) said they are now in the process of codifying the laws and ordinances relative to road and traffic operations in Iloilo City.
In an interview with The Daily Guardian On Air over Aksyon Radyo on August 25, 2018 PSTMO head Jeck Conlu said some ordinances are already obsolete and are not attuned to the present traffic situation. Others are redundant or overlapping in purpose and functions.
Conlu said he conducted a review of all the regulations and their functions when he took over the PSTMO helm.
“There are ordinances that have been there since 1971. These were created even before the PSTMO was established. And we don’t need some of these anymore,” he said.
Conlu cited the Anti-Barker Ordinance, which was created prior to the establishment of PSTMO.
The ordinance tasked the police to apprehend the violators but the Transportation Management and Traffic Regulation Office, which is under the PSTMO, gets pummeled for its lax implementation.
Another outdated ordinance is the one regulating the use of bikes, which was passed and implemented in 1978, that contravenes the construction and purpose of bike lanes in the city.
Conlu said they are also addressing the problems on tricycles that illegally operate on Diversion Road in Mandurriao.
Under the city government’s comprehensive transport plan, which will take effect January next year, Conlu said they would finalize the routes of jeepneys, tricycles, and pedicabs.
He is also meeting with City Administrator Hernando Galvez this week to settle the issues besetting the traffic laws and ordinances.
Conlu further clarified that there is no rift between him and Galvez, following their exchange of several statements in the media.
“Our office is always open for suggestions on the things we should improve,” he said.
