‘Part of strategy’: Gallar running for congressman as substitute

Board Member Manny Gallar is running against Board Member Lorenz Defensor for congressman of the Third District of Iloilo province in the 2019 elections.

Gallar filed his certificate of candidacy (COC) on Tuesday, Oct. 23, before the Commission on Elections (Comelec) Provincial Office.

He replaced Peter Anthony Velasco, who withdrew his candidacy for the congressional post.

Gallar belongs to Representative Ferjenel Biron’s team.

Biron is seeking the gubernatorial post under the Nacionalista Party.

According to Gallar, his substitution is “part of their stategy.”

The Comelec allows substitute candidates for those who withdraw their candidacies.

Based on Comelec Resolution No. 10430: “No substitution due to withdrawal shall be allowed after November 29.”

The filing of COCs for next year’s polls officially ended on Oct. 17.
