PECO’s network performance improves significantly – WPS report

The network performance of Panay Electric Company (PECO) has “improved significantly since 2010,” according to the 2018 report of a study conducted by WPS, a Singapore-based engineering and professional services consultancy firm.


The study was commissioned by the Iloilo Economic Development Foundation, Inc. (ILED).


The foundation said the study is “crucial” because it “offers an independent, objective, and global view of PECO’s network performance and the quality of its asset and system platform.”


ILED urged PECO to “immediately implement” the recommendations in the latest report.


“While improved, PECO lags behind other distribution utilities (DUs) in key cities in the country in terms of electricity service,” the report said.


“The gap widens even more when comparison is made with DUs in the ASEAN region,” it said.

To narrow the gap, WPS came up with recommendations that, according to ILED, should be fully implemented as soon as possible.


ILED said the city, which is being promoted as an investment destination, needs “a world-class, and not just a better electricity distribution service.”


The WPS report also indicated that PECO implemented the firm’s recommendations made in 2010 but not in full.


PECO said: “There may be certain aspects that have not yet been implemented in full, but they are nonetheless being implemented phase by phase and will soon be completed.”


The study is “further intended to provide key inputs to the ongoing legislative deliberation on the renewal of PECO’s franchise,” which will expire in January 2019.


ILED clarified that the study did not cover the customer service aspect of the sole power distributor in the city.
