PSA-Iloilo to conduct the 2020 census of population and housing mini pilot

THE Philippine Statistics Authority (PSA) – Iloilo Provincial Statistical Office (IPSO) is now recruiting personnel from Janiuay, Iloilo to be involved in the 2020 Census of Population and Housing (2020 CPH) Mini Pilot.

This is one of the preparations for the conduct of Census of Population and Housing by 2020.

The PSA has considered the municipality of Janiuay, Iloilo for the mini-pilot census since it is a first-class municipality with all barangays that are rural and want to test the potential use of Computer-Assisted Personal Interviewing (CAPI) data collection method using tablets in the area.

The aims of this mini pilot census are:

(a) to evaluate the census field operations procedures given the use of CAPI or PAPI (Paper-and-Pencil Interviewing);

(b) test the design and evaluate the adequacy of the questionnaires;

(c) test the efficiency of the data collection method and the mobile application used, assess the workflow in the use of mobile devices for the CAPI data collection;

(d) assess the efficiency of data encoding through CAPI for PAPI accomplished questionnaires;

(e) evaluate the training design, materials, and instruction manuals and plan for field enumerators;

(f) evaluate the data processing and tabulation processes, evaluate the quality data using demographic indicators, evaluate advocacy and coordinating mechanisms; and

(g) evaluate the effectiveness of census operations dashboard based on its major functionalities specifically in monitoring real-time progress, identification of coverage gaps, and usefulness of other operational indicators in various supervisor’s levels.

This mini pilot census will also determine the significant issues and problems that the field men will be encountering in the mini-pilot census which will be corrected well in advance before the conduct of the main pilot census.

This will also allow recommendations for adjustments and changes in the census instruments tested, and in the procedures and methods followed in the mini-pilot that will be the basis of the field operations for the pilot census. Therefore, the results of the pilot census will serve as the basis of the main census operations.

The Municipality of Janiuay, Iloilo has 60 barangays with a total population of 63,905 persons in 13,865 households based on the 2015 POPCEN.

To determine the workload and resource requirements for the mini-pilot, the PSA has estimated the 2018 population of the said municipality using the 2015-2020 PGR under medium assumptions, which yields an estimated population in 2018 at 64,118 with 13,916 households.

This workload provides 585 man-days for a duration of 25 days. Furthermore, this workload requires 71 enumerators and 7 team supervisors to be hired.

The task force training for the regular employees who will serve as trainers and supervisors during the operation in Manila will be on August 13 to 21, 2018 and the second level training to be conducted in Janiuay, Iloilo will be on August 28 to September 4, 2018.

The reference date for the mini-pilot census will be September 1, 2018.

The Iloilo Provincial Statistical Office wants to call the attention of local government unit in Janiuay and its residents for coordination and cooperation in the conduct of this activity.

The office is looking for enumerators coming from Janiuay who are computer literate and knows how to use gadgets such as tablets for the operation of the mini pilot census.
