SYNOPSIS: At 3:00 AM today, Tropical Depression "KARDING" was estimated based on all available data at 1,150 km East of Calayan, Cagayan (19.2 N, 132.4 E) with maximum winds of 55 km/h near the center and gustiness of up to 65 km/h. Remains almost stationary. Southwest Monsoon affecting the whole country.
