SYNOPSIS: At 3:00 AM today, the center of Tropical Storm "KARDING" {YAGI} was estimated based on all available data at 1,150 km East of Basco, Batanes (22.3 N, 132.9 E) with maximum sustained winds of 75 km/h near the center and gustiness of up to 90 km/h. Moving North Northwest at 20 km/h. Southwest Monsoon affecting the whole country.
