Meanwhile, at 3:00 AM today, the eye of Typhoon SOULIK was located based on all available data at 1,890 km East Northeast of Extreme Northern Luzon (25.0 N, 139.7 E)[OUTSIDE PAR] with maximum sustained winds of 145 km/h near the center and gustiness of up to 180 km/h. It is almost stationary.
